During a visit which I paid yesterday at
the Peruvian Ministry for Foreign Affairs,
I was
handed the memorandum of which I have the honour to
inclose copy and translation, with the request that
I would beg Your Lordship to be so good as to lend
your high influence in urging the Government of
Hong Kong to assist the Peruvian Government in the
settlement of a difficulty which has arisen on
account of the conduct of the ex Peruvian Consul
at Hong Kong Mr. J. Grant Smith, a British subject.
The Peruvian Government has considerable
interests involved in the administration of their
Consulate at Hong Kong, in connection with Chinese
emigration to Peru and the fees and revenue accruing
there from and they are anxious to recover the Con-
sular
